Description
Thanks him for explaining the difficulties of gathering data on malaria returns in Northern Nigeria but that the brief dismissal of the work in a single sentence implies that little is being done. Agrees that colonial medical departments are overworked but that this does not explain why some Medical Officers send in adequate malaria returns and others do not and he is doubtful if the compilation of statistics involves so much labour as the Colonial Office supposes
