Description
Encloses a copy of the appendix of his report for 1901 and that HG McHugh was responsible for creating a swampful of anopheles when he employed an engineer with delirium tremens to drain the area. The only place where he has been able to do his work unhindered is at the Agricultural School which is not the responsibility of the colonial government and that he is hopeful of being promoted as vacancies are being filled
