He has received a complaint from the Director General of the Alexandria Municipality that Ross, acting in a military capacity, ordered a drain cleaning gang to stop work and he asks for an explanation. Annotation by Ross in 1925 saying that the gang were working at night and in a filthy manner but he has forgotten the result of the complaint
