Ross cannot apply to the Royal Commission because he made his discovery over fourteen years previously, it has been published and also medical practitioners are bound by etiquette not to benefit financially from any discovery that they might make. Invites Ross to have his case argued before the Commission so that a definite ruling can be made and encloses a copy of the royal warrant
