Encloses a paper showing the reduction of morbidity and mortality among European troops in West Africa, and that the colonies should contribute more to the work of the School of Tropical Medicine and that the Secretary of State for the Colonies might ask for this when he visits Liverpool. Suggests that others from the Colonial Office should be invited to the dinner and that he understands the Mary Kingsley dinner is to be postponed until the autumn
