Description
Beyond Donald d'Emmerez de Charmoy's work nothing has been done in the face of the oncoming malaria season and the Mauritian finances are in such a deplorable state that nothing can be done if a loan is not raised. Unofficial members of the Executive Council are accusing the Medical Department of squandering public monies. Gives an account of the economies which have been made and asks Ross to support his candidature for the post of Director of the Health Department
