Description
He has been denied the opportunity to answer the allegations made by WT Prout in his letter to the Colonial Secretary before a commission of inquiry was set up. Asks that copies of it and Sir CH King-Harman's dispatch should be sent to him and that he be allowed to write a reply. His letter is written independently of the Liverpool School of Tropical Medicine
