Description
When the returns of mosquito-borne diseases were filled in there were only four senior government officers in the territory, he himself was Acting Principal Medical Officer and the others were new men so therefore he sent the returns to all the medical men but some did not reply and one was compiled by two nursing sisters as they were without a medical officer. He wrote to Ross and explained this saying that he sent the original returns as he was dubious about their accuracy but Ross has apparently not understood this. He also considers the mosquito-borne disease return form inappropriate for Nyasaland (now Malawi).
