Description
Describes the different breathing apparatus of anopheline and culex larvae, which explains the variation in their position relative to the surface of the water. He is advocating mosquito control and hopes that Sir William MacGregor will support him and asks Ross to mention the plans that Strachan has advocated in his publications. He has been fighting to keep yellow fever out of the place.
