Description	He wrote to Sir WH Davies asking what was being done to reinstate RP Cowl on the staff of Bristol University, he replied and as there was no indication that this was confidential he told RP Cowl and MA Gerothwohl. As nothing had happened at the University Council meeting they had assumed that the council had not been told of the offer and started press agitation again. Sir HI Owen saying that he was expecting Ross and Addison to write to him appears to be a delaying tactic, that in the meantime RP Cowl has nothing to live on and that he is not disposed to go to Sir HI Owen as a petitioner but is working on the affair on behalf of universities in general
