JH Fenn has sent a report on his treatment of malaria by carbolic acid to him and asked him if it can be published in the British Medical Journal. Asks Ross if the War Office would allow it and that his opinion of the treatment was that it had no effect. Ross has annotated the letter saying that permission to publish was refused
