Letter from Lewis Harcourt, Secretary of State, Colonial Office to William Henry Cowan, Member of Parliament, East Aberdeenshire The new governorship of Cyprus had been appointed before he received Cowan's letter and that he is obliged to give such a position to men in the Colonial Service although he could put Ross' name on the waiting list for governorship of one of the Australian states 23/11/1914
